Gruntwork Pipelines: Custom Actions

I want to create an integration with Jira that will fail the checks if an appropriate ticket is not opened and you're in production. We already have a step that does that; how can I insert this into the process?

Should it be another workflow file in .github, and is it safe to reuse our existing GHA? To confirm, we do not want to modify the existing Gruntwork workflows?
