Passenger should be able to access to the Native mode even while in driving mode

Describe the feature

Some cars have multiple screens. While we don't want to enable native mode for the driver screen to respect the distraction free policy, the passenger should be able to open the native mode.

Use cases

The passenger can open native mode while driving.
