Restart and reload more consistent

Describe the enhancement

For some reason I have to click 3 times in order to restart HA. First I click on the red indicator 'Restart'. Then there is the dialog that suggest that restart could also be 'Reload'. Then another dialog pops up for confirmation.

It would be more clear and efficient to have a consitent option 'Reload' and 'Restart' confirmed with one dialog.
Furthermore; it is not consistent. In development options there is a link to restart, in system settings it is a power icon, in other settings it is in a drop down menu and in the repair menu it has a different confotmation dialog

Use cases

If I choose 'restart' I want to do a restart. If I choose 'reload' I want to do a reload. Make this consistent: Same in settings as in development options, same confirmation everywhere and only one step.

Download "Custom Sidebar" integration from HACS and try this settings. You can restart and reload with one click or one confirmation. Also you can modify according to your needs whole sidebar. And finally you can also restart without any confirmation with one click (not recommended due to mistaken actions)

I'd rather this mess was fixed than use a 3rd party workaround.

Ofc that is the ideal way but probably it will take 2 years (if you are lucky) so I just tried to save your next 24 months via temporary solution
