Allow uncertified Matter device

Describe the enhancement

A certain number of Home Assistant users are likely to want to create their own Matter devices. The Matter server does not allow adding uncertified devices, which is a problem since an individual really has no way of certifying their device. There should be an option to allow adding Matter devices even if they are not certified. While there is already an option to allow test-net devices, even this doesn't really work for people doing home brew devices.
