Allow configuring Assist voice timer notifications to use alarm stream

Describe the feature

Allow the Assist timer-finished notification to be configurable, specifically:

Option to deliver timer notifications via the alarm_stream channel so they ring even when the device is on silent/vibrate

Use cases

Every time I set a timer, I miss it because my phone is always on silent.
