Missed triggers due to system restart

Describe the feature

It would be good to check all automation after a restart, to see if a trigger was last activated within the delayed (For) trigger time.

Use cases

Currently what happens, is if HomeAssistant gets restarted, all automation that are waiting for their trigger to stay in that state for the For time, are all abandoned. This causes my automatons that are waiting for waiting for say 30 minutes to never run, if they just happen just before a system upgrade, etc.

Current workarounds

Manually triggering these automatons.
