New repository for Jupyter AI magic commands

Currently, the Jupyter AI magic commands implementation lives within the jupyter-ai repository. We propose creating a separate repository under the jupyter-ai-contrib organization to extract the magics functionality as a modular component that can work with other packages in the ecosystem. Here are few names that we propose for the new repo.

1. jupyter-ai-ipython-magics
2. jupyter-ai-magic-commands

jupyter-ai-magic-commands feels more general to me. Ideally other kernels, like xeus-python, could implement these magics too?
