Set custom order for changelog filters

Currently, the order of tag filters on our changelog varies - it's not stated in the Mintlify tag filters docs but looks to be decreasing order by number of entries.

We'd like to be able to set the order that tag filters are displayed in for two reasons:

1. Consistency for our users - we'd like our topic tags to be in alphabetical order so it's intuitive for users to find the tag they want
2. Provides the option to filter by different categories of tags - we currently filter by topic but have had user feedback that they would also like to be able to filter by version number. If we implemented this with the tag filter sorting as it is, we'd end up with a mix of topics and version numbers. This list would continue to change and grow, making the filter experience worse for users. With a set order, we could have all our topic filters first in alphabetical order, then version numbers with the latest version always first in the list.
