Display correct error message in dashboard during outages

During this recent outage, I received a misleading error message (attached) in the dashboard. The suggestion about Git connection threw me off. Consider improving the error message text to indicate the correct error--outage rather than Git connection, in this case. For details, see the support thread I opened during the outage.
