Nominating @@robdimsdale for Maintainer Role

I'd like to nominate @robdimsdale for the role of Go Maintainers. He has contributed valuable changes to the go buildpack ecosystem - in particular SBOMs for go-dist. Additionally he has collaborated with Go Maintainers in exploring how to enable statically-linked go binaries to work with the static-stack. He has already provided feedback on many PRs notably streaming output from go build and supporting all stacks in go-dist. Rob has demonstrated a commitment and interest to continuing to shape the direction of the go buildpacks, and I think he would make an excellent maintainer.
