Self-nomination for Go Maintainer role

I have been an active user and contributor of the paketo project for some years now and would like to express my interest in being a go maintainer.

While I haven't contributed directly to this buildpack, I am familiar with all paketo buildpacks from work on python and would like to be able to maintain this going forward.
