Self-nomination for Tooling Maintainer role

I have been an active user and contributor of the paketo project for some years now and would like to express my interest in being a tooling maintainer.

This will ultimately be in an effort to support multi-arch as outlined in this RFC PR created by me (as jpena-r7).
