Self Nomination for Contributor

Hi @paketo-buildpacks/ruby-maintainers,

I am nominating myself as a ruby contributor. I have a strong interest in keeping the MRI buildpacks up to date on the versions of MRI ruby supported. I have minor experience helping out other open source projects such as rubygems, endoflife.date, and official docker images.
