Self-nomination for Dotnet Contributor role

The dotnet buildpack family is currently without an active maintainer. I have been helping in the past week to fix up issues with these packs including upgrading the .NET versions, supporting the Noble builder, and plan to also help with adding arm64 support.

While I haven't been actively contributing for very long, I am keen to help ensure these buildpacks remain up to date and resolve any issues that come up - especially as the company I work for uses them heavily in our own build process.
