After deleting the container, reactivate and display activation failure

Did you also clear your browser cache?

I use a traceless browser to access

Portainer's data is stored in the data volume (in your case /data/portainer/data) with some information related to your session stored in the browser cache / local storage. If both of these locations are empty, you shouldn't run into any issues as there's no other place data could possibly come from. I'm not sure what's causing what you're seeing based on the information you've provided here.
