Before you start please confirm the following.
Problem Description
When an environment (agent-based endpoint) goes Down, Portainer disables access to its settings icon and underlying configuration. This makes it impossible to view or modify host-related configurations (like agent URL, tags, or metadata) when the node is unreachable, which complicates troubleshooting and recovery.
Expected Behavior
Users should be able to:

Actual Behavior
When the environment is Down, clicking the settings icon or “Manage environment” leads to no response. The UI blocks access entirely, preventing diagnostics or configuration updates until the agent reconnects.
