Allow limited access to environment settings when environment is “Down”

Problem Description

When an environment (agent-based endpoint) goes Down, Portainer disables access to its settings icon and underlying configuration. This makes it impossible to view or modify host-related configurations (like agent URL, tags, or metadata) when the node is unreachable, which complicates troubleshooting and recovery.

Expected Behavior

Users should be able to:

• Access environment settings in a read-only or editable mode even when the environment is Down.

View metadata such as:

• Last connected timestamp
• Agent version
• Connection address
• Tags and group
• Optionally update connection parameters (like agent URL or tags) to attempt reconnection.

Actual Behavior

When the environment is Down, clicking the settings icon or “Manage environment” leads to no response. The UI blocks access entirely, preventing diagnostics or configuration updates until the agent reconnects.

Steps to Reproduce

Connect a remote agent-based environment (e.g., Docker host over port 9001).
Stop or disconnect the agent container.
Refresh Portainer dashboard.
Observe that the environment shows Down, and the settings icon becomes inactive.
