Expose both rollback and update configs clearly in services page

Its not 100% clear what some of the options are, specifically the Order description "Operation order on failure." Appears to be from the rollback options but I believe this is all on the updateconfig section of the API.

I believe these sections should be clearly defined in the UI with all options exposed for update config and rollback config

I hate to revive an on thread like this. But even if we are not getting all the options listed, at least the ones we do have should cover all they can.

I mean, I can:

• start a service with --update-failure-action rollback, but on UI, there is no such option, there is only "pause" and "continue"
• start a service with --update-order start first, and it will show on UI, but the description next to it says: "Operation order on failure.". Why? There is no such thing as an "operation order on failure".
