Access Control batch update

Hi!

I have a suggestion of a feature to batch update Access Control (Administrator / Restricted / Public) in the Container list screen.

In my job, I work with two teams using Portainer and I'm the admin. It's a useful feature because we don't need to apply access control in each container one-by-one.

My idea was change the Ownership by checking the containers in the list, just like we start/stop containers in batch.
