Container version tags

The version tags on dockerhub for portainer contain the most specific one version including patch level: portainer/portainer-ce:2.0.0

For tools like watchtower it makes sense to just specify the major or major.minor version. For instance nextcloud is following that image versioning scheme.

This allows to set up a container, e.g. portainer/portainer-ce:2, which is always kept up to date for minor & patch releases. As of now only portainer/portainer-ce:latest follows that scheme, which results in confusion like #4291
