Deactivatable Databases Hosts

I think it's good if database hosts can be deactivated, so that no new databases can be created on them.

Direct assignment to a 'non-running game node' is unfortunately not possible, as the database host is still used by everyone else. The function is therefore currently useless, as it does not work.

What I envision:
It should be possible to deactivate database hosts so that no new databases can be created on them. Already created databases should still be usable.
