Menu restructure / Local Documentation

Menus
We have started to restructure the menus, deprecating tools and services menus. The menu options have not been removed unless the tools was deprecated and are now provided in submenus alongside their related installers keeping the tool all together.

Documentation
We have begun adding local documentation to the tools submenu where applicable, this is based on the same documentation from the wiki. Local documentation will resync at the same time as the project if installed. Local documentation is an optional installation at the moment.

This is now active in the testing branch so things may look a little different next time you start up, this was a bit of a change so please report any broken menus or doco in an issue on the retronas project if you come across some.
