Removal of Jenkinsfiles from the repository

Hi,
for longer time, we are not using the Jenkinsfile inside this repository, so it was removed in #11196.
I'm curious if we can do the same for PPC and Z architectures?

cc @kun-lu20 and @Vaibhav-Nazare as you did the latest changes to the READMEs. It seems that available Jenkins instances contains just these jobs and from my POV it is not much maintained (regarding the failures). Based on the current pipeline config it also relies on unmaintained plugin so maybe you can think about better way how to run the tests on ppc and s390x?

We are currently discussing with the team how to move forward with running tests on ppc. Once we have a plan, we will share the updates.

We do monitor the s390x nightly builds, as mentioned in the readme. This does help us to catch and fix errors early.

Hi, it's great that you are checking the nightlies! 🚀
If you are using it on your own Jenkins instance, I guess the best solution would be to keep the s390x Jenkinsfile there, as you can do the changes easily and without need of creating PRs to the operators repo.

Also as we mentioned before, the Jenkinsfile and the lib for it are outdated and nobody actually maintains them - as for the PR job, nightlies, and other stuff we have our own implementation on our own Jenkins instance - for both x86 and aarch64 architectures.

For some of the contributors it's a bit misleading why we have these files if we are not using them at all -> because that's the first place most of the users/contributors are looking into when they see that there is "some Jenkins" file.

Would it be possible for you to migrate the file there? If you worry about the migration itself, we can help you if you will want :)
