Magento 2.4.8 - There are no commands defined in the "security:tfa:google" namespace.

When running the through the installation instructions for Magento 2 it now is pulling 2.4.8.
In typical Adobe/Magento fashion they break stuff and don't tell anyone.

Now the 2FA parts fail with the following error:

  There are no commands defined in the "security:tfa:google" namespace.

Trying to run bin/magento to see list of commands throws the error:

Type Error occurred when creating object: Magento\TwoFactorAuth\Model\Provider\Engine\DuoSecurity, explode(): Argument #2 ($string) must be of type string, array given

I'm not sure what's changed as I didn't see anything in the release notes about them changing the way 2FA was handled.

https://docs.warden.dev/environments/magento2.html has a warning about this issue and a work around, looks like an accepted Magento 2 bug. magento/magento2#39836
