WSL2 Dnsmasq on Windows 11

Opening a new discussion as the issue appears to be new and related to WSL on windows 11.
As previously mentioned in #220 (comment)

Probably some adjustments in .wslconfig or alternative DNS configuration needed to make .test top level domain work properly under win 11.

As a workaround those steps can be used:

• hardcoding IP for each domain in windows hosts
• using .localhost TLD can be used
