PHP extension version 1.1.0 is out

After a long time in beta, version 1.1.0 of the Win32Service PHP extension is available.

The extension is available for PHP 8.4 and 8.5. It's time to upgrade.

The new system to distribute PHP's extension PIE is now supported. Many other changes will be coming in the CI pipeline.
