Do not run python packaging jobs on forks #4700
Description
Today I pushed to my fork to sync the master branch there with what is in the main repo. It seems the python packaging jobs ran there, and naturally they failed (see here).
Since those jobs are doomed to fail, is there some way to skip running them on forks, thereby avoiding the waste of resources?
