if update profile with wrong email, user will lost the account

Describe the bug

if user update their email in setting flow, but entering wrong email with right formatting and unqiue in database, this submit will pass whether or not verify new email. With config as following, can't go to the verificaiton ui page

Reproducing the bug

1. goto setting page
2. update email with unknown user
3. submit form
4. submit is passed whether or not verify
