I want to be able to specify arm64 and linux/amd64/v2 for almalinux

I believe you can use the additional-args input parameter to pass in the --target-arch flag for the time being, while we add support for this argument.

I highly recommend not using emulation for arm64 builds since cross arch building in GitHub Actions is notoriously slow. For public repositories, the arm64 runner is free of charge.
