cloudapi/v2: Remove bucket from gcp upload options

Only the region should be required. Which is a storage location: https://cloud.google.com/storage/docs/locations.

Make the region/bucket mapping configurable. For now to make it easy let's just accept multi-regions (us/eu/asia, also see #1853).
