What result did you expect?

I expected the city to be the top result. It's the capital and largest city on Crete. The archeological site is under water.

It might be a data issue, setting the wikipedia link to a non-english wiki might help here. I do wonder if archeological sites in general should be demoted. https://taginfo.openstreetmap.org/tags/historic%3Darchaeological_site

This is essentially the same as #3871.

The city has a higher importance but then gets downgraded when reranking results against the original query. Currently reranking only works against the local name which is "Ηράκλειο" and thus doesn't fit at all with your original query.
