Allow Administrator Access to mark_corrupted_assets and unmark_corrupted_assets #38
Description
While the usual usecase of these is to remove a compromised bridge immediately, there may be a scenario where removing the asset of a bridge is unclear and should be decided by governance rather than the Moderator subDAO.
This was needed for Picasso removal - where the bridge is technically functional to advanced users, but has effectively ceased to function for all regular users. Action changed to a signalling proposal followed by moderator action, but if governance (as administrator) could perform these actions that would streamline this.
