Right now osrf_pycommon
is released to PyPi, as a deb in our bootstrap repo using our ros-release-python tool, and it is "bloomed" into each ROS 2 release. We would like to avoid needing to bloom it into rolling and humble, so we need to create a ros/rosdistro rosdep key for it, and update any packages that depend on it to use that key instead and then re-release them in rolling/humble.
