Create a policy for adding entries to the guide #69
Description
We should lay out some expectations around what adding an entry means. We don't want anyone to just dump something in here and forget about it
Some high level ideas
- Entries must be updated at least once a year (longer than that and they are removed)
- Entries can be modified by others, but fundamentally you are responsible for your own entry
