RFC: Make precollege-math public, link to this repo instead of #faq

Problem:
OSSU is built upon collaboration. With Pre-College Math being private, it hinders contributions.

Duration:
1 Month.

Background:
Initially, this repo was private so that it could be built out a bit before making it public. That has allowed us to move the FAQ article here along with all the extra stuff that come with it being its own repo. Now that the repo has a basic skeleton to build upon, I believe it would be only beneficial to make this repo public as we continue to build upon it, allowing others to contribute as well.

Proposal:
Make the repo public.

Alternatives:
Create a roadmap that leads to this repo being public with agreed upon tasks that we will complete first. (we can still have a roadmap after the repo goes public if desired)

I believe this repo should be made public after we get a stable curriculum, which won't have major course swapping. Improvements and addition of more instructions can be made after this repo is made public.
