Refresh CLAUDE.md and NOTEBOOK.md for 1.23.0 state

NOTEBOOK.md: drop the release-by-release travelogue and stale
session logs; keep the incoming-tasks directive, current HEAD,
open task/ items, active work queue (riddl-models validation,
TS AST declarations), scheduled CodeQL v3->v4, and a focused
Design Nuances section for BAST format decisions, AIHelperPass
design rationale, and Scala.js validation perf tiering.

CLAUDE.md: bump Scala 3.7.4 -> 3.8.3 and sbt-ossuminc 1.3.0 ->
1.4.0 throughout. Demote shipped AIHelperPass out of Current
Work Priorities. Consolidate the duplicate BAST Module section
and remove duplicate Documentation / Git Workflow sections that
were either out of date or covered in ../CLAUDE.md. Replace the
broken serial Notes for Future Sessions (item 4 twice, items
45-46 inserted before 37, stale "Current release is 1.15.3")
with a thematic Subtle Patterns and Gotchas section so new
entries land in topic groups rather than appended numbers.
