So I just reinstalled 10.15 on my HacMini (cuz the wiki says higher version USB installers can't be patched.) Everything works fine, however, when I try to upgrade my system to the latest version, the system reboots infinitely. FYI, I have already enabled security boot and ran that bless command.
Btw, my previous installation was on macOS 12.6. I searched in issues and saw someone saying things are broken on macOS 13, is this a common issue, and shall I install Ventura anyway?
Update:
I tried upgrading from Catalina to Monterey, it was successful. However, when I try to further upgrade the system to Ventura, the same thing happened.
If I enable FileVault, it shows me the login screen on every reboot (during the update). With FileVault disabled, it simply reboots infinitely.

Alright... I tried to directly boot from a macOS 13 installer, can't boot it either.
