Localstack needs a paid tier from march 26

According to this news localstack is going to move the community version localstack/localstack to is paid version localstack-pro.
In order to still be able to build edison-togglz it maybe make sense to ping the latest version under

edison-microservice/edison-togglz/src/test/java/de/otto/edison/togglz/s3/S3TestHelper.java

EDIT: Forget what i said, the code is actually not used anymore, i guess it can just be removed
