Some Working URLs are broken upon Comman R reload, both on Chrome and Safari #707

Description

Example: on the Situation Reports page: https://outbreak.info/situation-reports

  1. Single clicking on the link for the EG.5* [Omicron (EG.5.X)] variant report:
correctly opens that Variant Report in that same Tab
    with this URL:
    https://outbreak.info/situation-reports/eg.5*%20[omicron%20(eg.5.x)]?xmin=2023-06-23&xmax=2023-12-23&loc&selected

  2. However, simply reloading that same URL in that same Tab with Command R (on a Mac)
still gives apparently the same URL
    https://outbreak.info/situation-reports/eg.5*%20[omicron%20(eg.5.x)]?xmin=2023-06-23&xmax=2023-12-23&loc&selected

but very reproducibly gives this Page load error

404 Not Found
Code: NoSuchKey
Message: The specified key does not exist.
Key: master/situation-reports/eg.5* [omicron (eg.5.x)]
RequestId: DSEVPG64CZ73B72R
HostId: 5qvLQBeZ93KNPRl9r1YK4ELRJjqHRdNN1yDXOWYXlwyGPQk2agbM3nWo6Z6TemlcjkQV6hf86EU=

  1. The same type of 404 Error occurs for all of the "star" variants " * " aka " .X " subvariant Lineages
    such as
    XBB.1.5* [Omicron (XBB.1.5.X)]

  2. However Single Variant links such as
    EG.5.1.1 Lineage Report
still load and reload in the same Tab
and also load and reload correctly in the next Tab to the right after Control Clicking

  3. The same 404 Error is seen reproducibly in the Chrome browser, and also in with preliminary testing in Safari.
