`bun install` and `bunx` do not respect `latest` tag for beta versions

What is the expected behavior?

Version should be 3.22.1

What do you see instead?

Version is 3.2.2

At the time of writing this, ngrok's latest-tagged version is 5.0.0-beta.2.
