Harbor release 2.15

As a Managed Private Registry user, I want to benefit from Harbor 2.15 to take advantage of its new features, improvements, and bug fixes.

Harbor 2.15 changelog:

• Registry Management UI Enhancements: New UI options for registry management, including tag deletion controls directly from the interface.
• Storage Adapter Improvements: DeleteTag support added for AWS and Azure storage backends.
• Proxy Cache UI Controls: New UI controls to configure upstream registry connection and rate limits.
• Cosign v3 Bundle Support: Support for Cosign v3 signature bundles, improving artifact signing and verification.

Harbor 2.15.1 is now available for all newly created registries, bringing the features listed above (registry management UI enhancements, storage adapter improvements, proxy cache UI controls, and Cosign v3 bundle support).

For existing registries still running 2.14, an upgrade to 2.15.1 is planned over the coming weeks. We'll keep this issue updated as the rollout progresses.
