L3 LSP cannot communicate with each other #284

Description

@lygopher

LSP cannot communicate with each other. I currently have two OVS nodes, one with IP 192.168.2.96 and the other with IP 192.168.242.193. These two machines are not connected in L2 and need to be accessed through L3. After adding ports to two OVS, ping each other, OVS vswtich log prompts

How should I solve it?
