Hot Reload always imports Angular

Perhaps I've missed it, but the Hot Reloading Feature always imports Angular into the build. That's a problem if Angular is allready present in the target environment.

Suggestion: Make the import of Angular optional with a parameter for the Webpack config.

Hi @anteriovieira. Sorry for the long delay. I had a lot of projects to complete. What's the plan for version 4? What is the planned scope of the changes?
