Settings are overwritten

tested with the official ownCloud docker images:

• on the initial startup the files_antivirus app is not enabled
• set av_host, av_mode, av_port via occ
• enable the app after setting the initial configuration
• av_mode is getting overwritten....

Ah, okay, so that was actually an issue with the docker image, and nothing to be fixed in this repo?
We'll prepare files_antivirus v1.1.0-rc1 without this and during QA, I'll try to reproduce.
