Speech bubble for comment appears even when guest user hasn't Comments app whitelisted

Steps to reproduce

1. Create a guest user sharing a file that has a comment

Expected behavior

Guest should not see nothing related to comments due to the app is not whitelisted/active

Note: it we whitelist guest app, then the guest user will be able to see the comment

Actual behavior

A speech bubble appears even when user cannot see the comment

Guest user can get confused and think he is able to create comments.

Tested with Guests 0.6.0. RC1 adn oC 10.0.10.
