Bug Report: Language Settings in Developer Tools - Preferences has no effect

I tested the language settings with different machines, but all in Windows 11:
Two machines with en-US Win11, one machine with de-de Win11.
I also tested installations for all users and installations "Only for me".
And I tested on a clean and fresh Win11 installation, as well as in the Win 11 Sandbox.

In none of these test-cases changing the language setting had any effect:

Tested:

• German - Deutsch
• Spanish - espaniol
• ...

GUI language and also Developer Tools language was English, all the time. Reloading had no effect.
Session, however, did show the language I set, after restart.
