ROT/SP Updates

• cpu_seq: Fix a variety of hilarious bugs in sequencer IRQ handling #2390
• thermal: only poll Cosmo T6 temperatures in A0+HP #2391

Would like to get #2390 and #2391 (fixes for wrong handling of NIC MAPOs on Cosmo that lead to an incorrect service processor thermal shutdown). This also requires PR #2392, a dependency of #2390.
