ddm: Tuning API

There are several tuning knobs that ddm exposes. At the moment, these are all in the data plane. The control plane should provide endpoints for operators to turn the knobs. The following will grow over time.

• Delay algorithm to use.
• Delay algorithm parameters.

• Ageing coefficient
• Delay upper bound.
