upgrade env_logger

I had thought this would be trivial but some interaction w/ the lpc55_support crate made it more difficult. As I remember it lpc55_support uses the env_logger API to set colors for text and this API saw significant changes that haven't been integrated into lpc55_support yet. If the two can be decoupled that would be ideal but that may not be possible.
