create a workspace & pull `demo` back in as a crate

The demo code was removed a bit hastily since it was causing dependency problems in consumers. I probably should have done the workspace conversion instead of removing it but it was blocking progress / urgency etc. This cleanup work should be done after R19 ships and the vm-attest-demo repo retired.
