Magic Link and Email OTP Not Working Together

Magic Link has the "force create user" feature. However, Email OTP lacks this functionality and requires a username form, which cancels out the "force create user" advantage of Magic Link.

Has anyone noticed this issue before?

You're right. We use a custom username form that populates the ATTEMPTED_USERNAME, even if the user is not found, but that authenticator isn't included here. We should probably refactor and make Email OTP extend the standard username form like Magic Link.
